U.S. Weighs Training Libyan Forces Pittsburgh Post-Gazette (PA) (11/17/13) Shanker, Thom Adm. William McRaven, the top officer of the American Special Operations Command, said Nov. 16 that the U.S. military is considering whether it will launch a mission to train security personnel in Libya in order to create a force with between 5,000 and 7,000 conventional soldiers as well as a separate, smaller force trained for specialized counterterrorism missions. McRaven said that as yet no final decisions have been made about what nations would be involved in the training or the locations where the training would take place. The overall mission will be organized by the U.S. militarys Africa Command. The mission would be part of the Pentagons evolving national security strategy that calls for the U.S. to foster the development of counterterrorism capabilities among allied and partner nations local forces, so that U.S. troops will not be on the ground carrying out such missions. While McRaven noted that there would be a risk to training security forces for Libya, as it would be difficult to fully vet all Libyan personnel, training them to deal with their own conflicts is still the best solution. NATO will be sending specialists to Libya to assess how and where to conduct the program, and a small number of U.S. military personnel has been sent to assist with the planning.
