**UNCLASSIFIED** MEMORANDUM OF AGREEMENT (MOA) Between the ATTORNEY GENERAL and the DIRECTOR OF NATIONAL (DNI) INTELLIGENCE on Guidelines for Access, Retention, Use, and Dissemination by THE NATIONAL COUNTERTERRORISM CENTER (NCTC) (with 2012 Guidelines Amendments, Additions, and Edits)... A quick background on the National Counterterrorism Center -- from their website--" NCTC serves as the primary organization in the U.S. government for integrating and analyzing all intelligence pertaining to terrorism possessed or acquired by the U.S. government..." AND... "NCTC serves as the principal advisor to the DNI on intelligence operations and analysis relating to counterterrorism, advising the DNI on how well US intelligence activities, programs, and budget proposals for counterterrorism conform to priorities established by the President." Why is this important? This MOA and the 2012 Guidelines allow NCTC to access, retain, and disseminate NON-TERRORISM INFORMATION ON US PERSONS to with a network of other US Government intelligence agencies, including the NSA... state and local law enforcement...
