Unfortunately Howes got it mainly right in his analysis of the culture that created a disfunctional GM. After spending over 30 years at various managerial assignments within the company, cost was the main driver of whether a safety issue was addressed or not, and no one wanted to take responsibility for admitting to a wrong decision. GMs bloated healthcare cost and an inflated UAW cost of living, work rules, and JOBS bank system did little to improve the bottom line that was being hammered by competition, cost, and a changing customer preference for foreign cars. Rick Wagoner and a number of key executives didnt have the leadership gene and despite his and others promise of a more transparent company, it failed to happen. The agony and anguish for family members and victims of this latest ignition switch failure is only part of a automotive culture that is more interested in blaming the consumer rather then accepting responsibility for its missteps. One question, where is the outrage over Toyota, who clearly lied about safety concerns, or it just GM turn to admit they got it wrong ?
