VACANCY ANNOUNCEMENT Position: Finance Administrative Officer Location: Based in Irbid with movements in North Jordan and Amman Response to: Administrative Logistics Manager Number of position: 1 Closing date: 31/08/2013 NGO PRESENTATION Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission. Through its Emergency Response Department (ERD), created in 2006, is committed to: Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs; Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs. HI has been present in the Middle East since 1987 through its Development Department. HI started from early April 2012 a new project at the regional level aiming at the recognition and respect of the rights of PwD by the authorities and institutions, through the reinforcement of the Disabled People’s Organisations (DPO) and the disability movement at large. In Lebanon, in addition to the regional project, HI has been implemented a project aiming at improving the access to mental health rehabilitation services for the children with psychological distress living in the Palestinian camps. At last, in 2010, HI established the only humanitarian demining capacity in northern Lebanon (Batroun Region) Action Center (LMAC) in achieving its goal of making Lebanon mine impact free by 2020. MISSION CONTEXT Following the yearlong crisis in the Syrian Arab Republic, that has caused the displacement of civilians in Turkey, Lebanon and Jordan, Handicap International is implementing projects in Lebanon and Jordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities. In Lebanon as well as in Jordan, Handicap International aims to improve the access to emergency rehabilitation cares for the Syrian refugees at hospital and community level and to improve the coverage of the specific needs of the most vulnerable people affected by the crisis at the community level. In Jordan, the targeted area is the northern region closed to the Syrian border. . POSITION Based in Irbid, under the direct responsibility of the Administrative Logistics Manager and in close collaboration with the Human Resources Officer and the logistics officer, the Finance and Administrative Officer will be in charge of support to HI activities in North Jordan and the follow up of all HI procedures. MAIN RESPONSABILITIES 1. Implementation of financial procedures • Ensure the existing financial procedures are respected (check bills, purchase orders, quotations…) • Under the supervision of the Administrative Logistics Manager, set up new procedures which could allow better control on financial matters and improve efficiency of the financial department • Training of staff on financial procedures • Support administrative and logistic staff in all financial issues/difficulties 2. Administration • Ensure that all HI employee are registered for insurance and taxes • Prepare on a monthly base the VAT declaration • Ensure the follow-up of services and premises contracts • Follow-up insurance contracts • Ensure the translation (oral and written) English to Arabic and Arabic to English 3. Cash flow Management (Bank and Cash) • Manage petty cash and working advances for HI team in her/his base • Prepare weekly treasury planning in coordination with logistic team • Manage the bank book and deal with the bank for daily issues • Limit cash flow shortage by anticipating cash and money change needs • Prepare and pay salary advance and transmit the follow-up to the Administrative Logistician Manager 4. Accounting • Check that vouchers are properly filled (GAP code, designation, budget lines…) • Ensure the validity of the invoices (quality of invoices, validation) • Computerize, on daily basis, cash and bank expenditures in AlphaK software • Check, on weekly basis, GAP codes and budget line imputations with his/her line manager • Carry out cash reconciliation and bank reconciliation • Close accountancy in Alphak (exchange rate, advance settlement, cash and bank balances) and prepare all documents which must be signed by his/her line Manager • Prepare the monthly sending to the HQ for checking (original invoices) • Analyse, correct the accountancy according to the HQ feedback and support the Administrative Logistics Manager for drafting HQ’s mails answers • Prepare on a monthly base the VAT declaration 5. Budget management • Up-date allocation board for her/his base • Review monthly forecast for his/her lines on the budget follow-up in collaboration with the Administrative Logistics Manager • Coordinate the monthly budget follow-up review with PMs in his/her base • Coordinate with logistic department for up-dating the purchase and service follow-up and the equipment follow-up 6. Reporting • Provide to the Administrative Logistics Manager a monthly SITREP • Provide a weekly SITREP on the activities ongoing Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager. THE SUCCESSFUL CANDIDATE Experience: At least three years of experience working with an NGO or similar position in private sector Diploma: Degree in Finance, Administration or accountancy Skills Good communication, listening skills, common sense Proactive, dynamism, high level of motivation Adaptation to specific working conditions, capacity to work in team and autonomously Honest and transparent Excellent command of written and spoken English Excellent word and data processing skills (Word, Excel, etc) CONTRACT CONDITIONS This fixed contract is for a period of 4 months until end of December, extendable regarding to the activities implemented by HI in the country. The position is based in the North (Irbid) for a starting date 15th of september The salary will be defined regarding the HI salary scale on-going.
