Virginia ratified the Bill of Rights, the first ten amendments to the Constitution, on December 15, 1791. In 1941, President Franklin Roosevelt signed a proclamation naming December 15 Bill of Rights Day--so happy Bill of Rights Day! Thanks to the US National Archives for telling us about it.
