WHAT DESTROYED UTTARAKHAND? The short answer is: Prime Minister Vajpayee and then PM Manmohan Singh, the Planning Commission, World Bank and Asian Development Bank. The top leadership in India, Nepal, Pakistan and Bhutan are totally complicit in the Himalayan disasters and more violent ones will follow. In the mad scramble for harnessing hydro-electric power, all sorts of characters are building dams, which is not required in the unstable Himalayas. Using outdated technology they have dumped muck by the rivers. This raises the water level during rains. Then, at every 5-7 kilometres they have assigned a site for a dam, build a tunnel under the mountains to divert water to turbines 5-7 kilometres from the dams. Add to that deforestation, roughly 0.4 hectare per Megawatt, which is our estimate from a year long field survey in Himachal Pradesh. The tunnels have been made by blasting the mountains using dynamite, which is over 100 year old technology. During the cloud burst and two days of heavy rain on 15th-16th of June, the total amount of rainfall was over 840% of the normal for the month. That volume of water caused the water level to rise to, at places by 40 feet, and smashed everything in its path. And it happened all over Uttarakhand, in every river, and every tributary. Many dams are gone, all roads have disappeared, thousands of homes gone. The insanity did not stop even then. Without allowing mountains to stabilise, the bastard Chief Minister Bahuguna has already started road construction, the same bloody World Bank is extending US$400 million when that money is NOT required. Like vultures the contractors+politician+World Bank mafia is back.
