WHO VOTED FOR THIS SIGN The question has been asked about when the motion to purchase this sign was made and the answers given dont seem to make sense. Kevin Yaggie said that the motion to purchase the sign was made at the June meeting. June 4th, 2013 Ridgebury Township Supervisors’ Meeting Minutes Supervisor Gee motioned to get quotes and purchase an electronic sign, seconded by Supervisor Johnson, motion carried. These are the minutes taken directly from the township website. The quote for the sign that we purchased was dated June 13th 2013. How can you make a motion to accept a quote that hasnt even been written yet? In order to make any purchase a motion must be made and passed by a majority vote. Section 603. Monthly Meetings; Quorum and Voting.-The board of supervisors shall meet for the transaction of business at least once each month at a time and place determined by the board of supervisors. A quorum is two members of a three-member board of supervisors or three members of a five-member board of supervisors. An affirmative vote of a majority of the entire board of supervisors at a public meeting is necessary in order to transact any business. A member shall not be disqualified from voting on any issue before the board solely because the member has previously expressed an opinion on the issue in either an official or unofficial capacity. The motion to get quotes and purchase a sign does not award the contract for a quote that has not been received yet. An affirmative vote of a majority of the entire board of supervisors at a public meeting is necessary in order to transact any business. That seems quite clear. (e) The award of contracts shall only be made by public announcement at the meeting at which bids are opened by the board of supervisors, or received from the individual or committee appointed by the board of supervisors to open and read bids, or at a subsequent meeting of the board of supervisors, the time and place of which shall be publicly announced when bids are received. If for any reason one or both of the meetings are not held, the same business may be transacted at a subsequent meeting if at least five days notice of the meeting is published in the same newspaper as the notice of bids. Bidders shall be notified and other interested parties, upon request, shall be notified of the date, time and location of the opening of bids and may be present when the bids are opened. This is also quite clear that no bid was even received when this motion was made much less opened and read. Kevin Yaggie thinks that we are all to dumb to figure out what he is up too. He sits in front of all of us at every meeting smirking at us and avoiding all of our questions and talking down to us like we have no idea what we are talking about. Kevin Yaggie and Gary Gee have been supervisors since September 2011 and continue to say that they are still learning and thats why they are making these mistakes. When I asked them on October 1st at the meeting they both said that they had not attended any training offered for supervisors. Two of our elected auditors attended one of those training seminars in troy in September and one of them asked why the supervisors didnt attend. No answer was given. These auditors regularly attend training to know the laws and keep up with the current changes. On October 1st Kevin and Gary both voted to hire a CPA to do the audit because of the large amounts of money and not use these auditors. I want you all to think about that for a minute. Two supervisors who have never attended any training voted that our auditors who take their job serious enough to attend training, are not fit to do their job that they were elected to do. Makes no sense to me. What do you think?
