The USA was a major oil exporter in the 1940s, and a major supplier of oil to Japan. They got a lot of their av gas from us. Roosevelt had had enough of them, and cut off the oil exports to Japan. Along with the scrap metal which they were buying all they could get. Their drive into the South Pacific was partly to get oil resources. Their navy maintained a 90 day reserve of fuel. At the time of Pearl Harbor, they only had 60 days left. Roosevelts sanctions faced Japan with a very hard choice. The choice they made is well known.
