Wainhomes have submitted an application (PA13/10717) to ask that an Environmental Impact Assessment (EIA) is not needed ahead of putting forward their plans to build 130 to 150 new homes in Launceston at Withnoe Farm opposite Stourscombe. Some types of developments require an EIA as part of a planning application, and some do not. An EIA is a costly and lengthy process which looks at the potential impact on the environment, as well as social and economic factors. The planning consultants acting for Wainhomes have submitted a formal request not to do an EIA. After examining the criteria they believe it is not necessary. Planning officer Stephen Kirby is reviewing the information they have submitted and assessing the details of the scheme against the criteria set out in the regulations to decide whether an EIA is or is not required. This decision has to be made within 21 days of the date Cornwall Council received the request (which was on November 21st, 2013), meaning it will be done by December 11th. Wainhomes have also submitted a separate pre-application enquiry (PA13/03162/PREAPP) for advice on an outline planning application for 130-150 homes. The land is allocated for housing in the Town Framework so the general principle of having homes there is likely to be approved. The Town Framework is the document which was used to show that houses should not be built at Upper Chapel because land was allocated elsewhere. What matters for Launceston are the specifics of this particular estate, and those details will come at a later date. The important thing for the town is to make sure that the homes are of good quality and there is plenty of space for children to play. New developments need to add to Launceston in a positive way by contributing towards infrastructure and services and affordable housing. Extra houses will also support Launceston Medical Centres case when the NHS reviews its expansion plans which are very much needed.
