The new HCL that was drafted with all of the amendments included was too contentious and they have ran out of negotiation time per the PTB and must get something implemented now so they have been forced to backtrack and implement the old HCL for the time being just too get this thing done. In the next few days we should see this finally completed at which time full blown currency reform will be allowed to commence.
