When the President grants work permits to undocumented individuals, I propose there be a requirement upon an employer to confirm that no US citizen wants the job that will otherwise be given to an undocumented worker. This would require that employers publish, in a very public manner, that certain jobs are available for a defined period of time. Having no citizen take the job, then an undocumented person can take the job. In other words, citizens should have first right of refusal.
