When we were kids, we played a game called “gotcha”. I would hide somewhere, like in the laundry hamper, and when my sister would open the lid to put her clothes in, I’d jump out yell “gotcha!!” and scare the living bejesus out of her. To be fair, she did the same thing to me. It was fun, we laughed and never quiet knew when the “gotcha” was going to happen. It kept us on our toes. The city of Waukegan has a similar game they play with their citizens. Only in their “Gotcha” game, you don’t just squeal and laugh, you get arrested and have puppies taken away. There is absolutely no fun in Waukegan’s Gotcha and it certainly isn’t a game many people would want to play. I have been posting for a few days about the Old English Bull Dog puppies that were confiscated by a family that had bred their pet female. They didn’t have twenty dogs in filthy cages, they had a pet who lived in the house with the family. Some people have commented they should have purchased the $25.00 breeder license before they bred their dog. The owners claim they would have but knew nothing about the law. The response from some was that they should have. I looked a little deeper into the workings of Waukegan and checked their official web page. Here is a screen shot of the “How Do I” page and some links. It is quite helpful, you can find links to apply for various things like raffle permits and business licenses. I don’t consider breeding a pet dog to obtain a single litter of puppies a “business”, but for the heck of it I clicked on the how to link for a business license application. It is a broken link. I don’t know if it was broken four months ago (the age of the puppies in question plus the gestation period plus a few weeks for advance planning) but it doesn’t lead anywhere today. You can see the result of following that link in the second picture. The next obvious place to find out about license applications regarding animals would be the link labeled “How Do I apply For Animal Licenses in person or by mail” When clicking on that link it takes you to the third photo. That isnt very helpful either. Given the penalty imposed in Waukegan, arrest, fine of $750 along with confiscation of over $10,000.00 in property, one would think it would be important to make it easy for people to find the law and how to comply. But, no, Waukegan makes it easy to find a permit for a parade, but not one for a Breeder License. “Gotcha”.
