When you think about it, its not just police who suck at their job. There seems to be a general demoralization going on where no ones performing as well as they could. It seems everyones kind of shitty. That said, fixing the way government and property owners police the lower classes would be an excellent first step in raising morale. And it would address terrorism and many other security concerns in a new way, from a new angle that involves everyone in a positive way, rather than being oppressive, authoritarian and therefore corrupt. Whats ailing America is spiritual...a descent into intoxicated materialism...our souls are occluded, as PKD might say...
