Workshop prior to meeting: Discussion on the capital improvement plan, code enforcement updates, and the progress of the bulk items pick up now being offered by the city (formally from Allied Waste) Design & Historical Review Recognition Program was approved by the council Planning Commission Design and development standards addressing exterior material compatibility with principal structures were discussed, staff was looking for more direction on how to address the concerns of the commission, it was determined that a more clear definition of acceptable building materials be added to the definition to allow for greater flexibility for homeowners. A petition for annexation of 2 Maplewood residents into North St. Paul was discussed, it was determined that there were insufficient facts and findings presented to the commission and that this is a issue to be discussed and decided by the council, it was sent back with no recommendation from the planning commission. Based off of that I made a motion requesting staff to have a resolution available for the council to vote on at the next meeting allowing the petitioners to proceed to the next phase with their proposal. (Presented to the Municipal Boundry Adjustment Board) There was lengthy discussion on the topic, several questions/concerns were mentioned including how the process works, what legal fees are associated with the process, how will it effect the relationship with Maplewood, will it encourage other annexation petitions. Those questions and concerns will be addressed/researched and available for further discussion at the next meeting before the vote on the resolution. The motion passed on a 4-1 vote All of the on-sale, off-sale, and Sunday liquor license applications were approved. A special event permit for the John Derks Memorial Bike Run at to be held at the VFW on June 22 from 11-2pm was approved. Proceeds from the event go to pancreatic cancer research.
