Yes, without real and meaningful voice and space for inclusion and participation of the people in poverty - this global issue will certainly remain and may even worsen beyond 2015. It entails enhancement of the capacity of the people in poverty and of strong policy from international down to local level. But policy is nothing without implementable mechanism. Space for participation should not be only in words but should be in action - it should transform structures, provide safe space and allocate enough resources to support an inclusive and participative process for the poor, the vulnerable and the marginalized! The Bottoms-up-Budgeting Process now called Grassroots Participatory Budgeting Process (GPBP) could be a good vehicle for reducing poverty in the Philippines. However, based on experience, while this program of the National Anti-Poverty Commission with DILG and other agencies is really good but implementation is really a challenge. The Local Poverty Reduction Action Team (LPRAT) in Iligan with ECOWEB, serving as co-chair, together with other civil society organizations participating have again seen how challenging it is to make a so-called participatory process that is not provided with necessary resources to ensure that the intended beneficiaries (the so-called poor, the vulnerable and marginaled) could really meaningfully engage the so-called space for participation provided by the government.
