Peter Shumlin is going to be in Chester to view flash flood damage. The National Weather Service reported flash flooding late Monday afternoon on Route 11 between Chester and Andover. Portions of Route 103 were also underwater. Shumlin is due to start his tour this morning at the Chester town offices. Theres no word yet on whether the damage will be enough to request federal disaster assistance. * The Windham County Economic Development Program is up and running and looking for applications with creative ideas that will help Windham County grow jobs and bolster the region’s economy. Eligible applicants for the grant program include municipalities, non-profit organizations and governmental agencies. The funds are part of a settlement that the State of Vermont negotiated in 2013 regarding the closure of the Entergy VY plant in Vernon. The funds, $2 million a year, will be administered by the Agency of Commerce and Community Development over the five year period through the Windham County Economic Development Program. The first round of applications will be due September 23. For more information and application documents, go to GoWindham.Vermont.Gov. * A New Hampshire man has been arraigned on charges he kidnapped a teenager last year. The girl vanished after leaving her high school in October and returned home last week. Nathaniel Kibby was arrested Monday without incident at his Gorham home, about 30 miles north of where Abigail Hernandez lives. Hes charged with felony kidnapping, a charge that carries up to seven years in jail if convicted. He was arraigned Tuesday and ordered held on $1 million cash bail. A judge denied his public defenders request to unseal affidavits and other investigative records before the hearing. Police say the 34-year-old Kibby confined Abigail, then 14, on Oct. 9, sometime after she left Kennett High School to walk to her North Conway home. Abigail returned home the night of July 20. * The Keene Public Works Department will be excavating to repair the sewer main on McKinley Street at the corner of West Street today. McKinley Street will be closed to traffic between West Street and Fairview Street between 7 a.m. and 3 p.m. * Several Brattleboro Town staff members will be required to attend an in-service training this morning from 8:30am to 10:00am. The opening time for the following offices will be delayed until 10:00am today: Town Manager, Finance, Treasurer, Planning Services, Assessment office and Town Clerk. All other offices, including emergency services, will open and operate during regular business hours. * The Brattleboro Retreat will host its 9th Brattleboro Country Club Wednesday, August 6th. Each golfer will have a chance to win a 2014 Subaru Impreza, as well as other prizes. Registration is $135 for golfers. Dinner-only tickets may also be purchased for $35 each.
