news ; Security at parliament has been tightened following the Westgate mall attack by terrorists in Kenya. This was announced by the speaker of parliament Rebecca Kadaga while addressing members of parliament. She said that parliament being the target for terrorists the commission has devised new security means and therefore members of parliament, staff and visitors should follow those measures accordingly. She also asked the public to cooperate with security personnel and allow to be checked given the prevailing situation. Public Accounts Committee has yet again discovered another theft in the Ministry of Defence intended to defraud Ugandans of UGX.5 billion accumulated as electricity bills. The Committee Chaired by Terego County MP Wadri Kassiano was informed that, the Auditor General’s report of 2010/11 recorded 13 billion shillings accumulated as a result of domestic arrears but Ministry of defense says its 18 billion shillings. According to western Youth MP Gerald Karuhanga who is a member of the Committee said parliament will not allow Tax Payers money to be put to waste yet Billions of money is appropriated to defense and they have nothing to with it. Bulisa Member of Parliament Stephen Mukitale has called for the resurrection of parent’s teachers association PTA to enhance teachers’ salaries and running of schools. Speaking to reporters at parliament Mukitale says that if reinstated will go towards contributing money to provide meals for the teachers and the children, construction of classroom blocks among other things. Mukitale says as a way forward government should avoid a lot of pressure and ensure that decentralization is implemented where by districts will be empowered to handle some important issues. He reveals that during meeting in his constituency have agreed that PTA be reinstated. Government has been asked to first track the formulation of birth and death registration policy to facilitate the amendment of the law on registration. The call was made by Ajuri county mp Denis Hamson Obua while speaking on the constraints faced by government in planning for the country. He says that birth death registration act must be amended to ensure that the exercise is decentralized rather than depending on the center which leaves gaps in the process.
