០៥ កញ្ញា ២០១៤៖ ក្រសួងពាណិជ្ជកម្ម និងក្រុមហ៊ុន CrimsonLogic Pte., Ltd.(ប្រទេសសឹង្ហបុរី) ចុះហត្ថលេខាលើកិច្ចព្រមព្រៀងបង្កើតប្រព័ន្ធ ស្វ័យប្រវត្តិកម្មវិញ្ញាបនប័ត្របញ្ជាក់ប្រភពដើមទំនិញ ក្រសួងពាណិជ្ជកម្ម៖ នៅរសៀលថ្ងៃទី០៥ ខែកញ្ញានេះ ក្រសួងពាណិជ្ជកម្ម មានពិធីចុះហត្ថលេខាលើកិច្ចព្រមព្រៀងបង្កើតប្រព័ន្ធស្វ័យប្រវត្តិកម្មវិញ្ញា បនប័ត្របញ្ជាក់ប្រភពដើមទំនិញរវាងក្រសួងពាណិជ្ជកម្ម និងក្រុមហ៊ុន គ្រីមស៊ុន ឡូជីក (CrimsonLogic Pte., Ltd.) ក្រោមអធិបតីភាពលោកជំទាវ តឹករ៉េត កំរងរដ្ឋលេខាធិការ ក្រសួងពាណិជ្ជកម្ម ។ ក្រុមហ៊ុនគ្រីមស៊ុន ឡូជីក(CrimsonLogic Pte., Ltd.) នឹងធ្វើការតំឡើងប្រព័ន្ធនេះក្នុង រយៈពេល៦ខែដោយត្រូវបញ្ចប់នៅខែមីនា ឆ្នាំ២០១៥។ លោកជំទាវ តឹករ៉េត កំរង មានប្រសាសន៍នៅក្នុងពិធីចុះហត្ថលេខាថា “ពេលក្រសួងពាណិជ្ជកម្មមានប្រព័ន្ធស្វ័យប្រវត្តិកម្មវិញ្ញាបនប័ត្របញ្ជាក់ ប្រភពដើមទំនិញ វានឹងជួយកាត់បន្ថយពេលវេលា មធ្យោបាយធ្វើដំណើរ ក៏ដូចជាជួយកាត់បន្ថយការជួបមុខគ្នារវាងពាណិជ្ជករ និងមន្ត្រីក្រសួង ក្នុងការស្នើសុំវិញ្ញាបនប័ត្រព្រមទាំងជួយឲ្យដំណើរការចេញវិញ្ញាបនប័ត្រកាត់តែរហ័សជាងមុន។” លោកជំទាវបានមានប្រសាសន៍បន្ថែមទៀតថា “ព្រឹត្តិការណ៍ថ្ងៃនេះ ជាប្រវត្តិសាស្ត្រសម្រាប់ក្រសួងពាណិជ្ជកម្ម និងកម្មវិធីគាំទ្រការអភិវឌ្ឍពាណិជ្ជកម្ម (TDSP) ព្រោះយើងទាំងអស់គ្នា បាននិងកំពុងរង់ចាំស្វ័យប្រវត្តិកម្មក្នុងដំណើរការចេញវិញ្ញាបនប័ត្របញ្ជាក់ប្រភពដើមទំនិញនេះ ក្លាយជាការពិត“។ យោងតាមមន្ត្រីដែលអនុវត្តផែនការមេបច្ចេកវិទ្យាព័ត៌មានវិទ្យាក្រសួង ពាណិជ្ជកម្ម បានឲ្យដឹងថាក្រុមហ៊ុនគ្រីមស៊ុន ឡូជីក (CrimsonLogic Pte., Ltd.) ប្រទេសសឹង្ហបុរី នឹងធ្វើការតំឡើងប្រព័ន្ធឲ្យនាយកដ្ឋាននាំចេញ/ចូល នៅក្នុងក្រសួងពាណិជ្ជកម្មដែលធ្វើការពាក់ព័ន្ធក្នុងដំណើរការចេញវិញ្ញាបនប័ត្របញ្ជាក់ប្រភពដើមទំនិញ និងភ្ជាប់ទិន្នន័យព័ត៌មានពីថ្នាក់ខេត្ត ហើយប្រព័ន្ធនេះ នឹងជួយសម្រួលក្នុងការធ្វើការងារតាមប្រព័ន្ធអនឡាញ ដូចជាការចុះឈ្មោះក្រុមហ៊ុន ដាក់ពាក្យស្នើសុំវិញ្ញាបនប័ត្របញ្ជាក់ ប្រភពដើមទំនិញ ការបង់តម្លៃសេវាកម្ម ការអនុម័តលើពាក្យសើ្នសុំ ការចេញវិញ្ញាបនប័ត្រ និងការចេញរបាយការណ៍។ ទំហំការងារនៃគម្រោងផែនការមេបច្ចេកវិទ្យាព័ត៌មានវិទ្យាក្រសួងពាណិជ្ជកម្ម ដែលគាំទ្រថវិកាក្រោមកម្មវិធីគាំទ្រការអភិវឌ្ឍពាណិជ្ជកម្ម(TDSP) និងគ្រប់គ្រងដោយធនាគារពិភពលោកមានទំហំធំធេងដោយគ្របដណ្តប់ការភ្ជាប់ទិន្នន័យព័ត៌មានពីក្រសួងពាណិជ្ជកម្មទៅមន្ទីរពាណិជ្ជកម្មតាម ខេត្ត។ ក្រៅពីប្រព័ន្ធដំណើរការស្វ័យប្រវត្តិកម្មវិញ្ញាបនប័ត្របញ្ជាក់ ប្រភពដើមទំនិញនេះ ក្រសួងពាណិជ្ជកម្មក៏គ្រោងតំឡើងប្រព័ន្ធ ស្វ័យប្រវត្តិកម្មលើដំណើរការពាណិជ្ជកម្មផ្សេងៗទៀត ដូចជាការចុះបញ្ជី ពាណិជ្ជកម្ម ការចុះបញ្ជីម៉ាកពាណិជ្ជនាម កម្មសិទ្ធិបញ្ញា និងការចេញ វិញ្ញាបនប័ត្របញ្ជាក់ភូតគាមអនាម័យដល់ពាណិជ្ជករក្នុងការសហការជា មួយអគ្គនាយកដ្ឋានកសិកម្ម។ 05/09/2014--Ministry of Commerce and CrimsonLogic Pte Ltd (Singapore) sign contract on Certificate of Origin Processing System automation Phnom Penh, 5 September 2014-- LCT. TEKRETH Kamrang, Secretary of State, Ministry of Commerce signed a contract with Mr. Loh Sin Yong, General Manager of CrimsonLogic Pte., Ltd. in the development of an automated Certificate of Origin Processing System for the Ministry of Commerce, in a kick-off ceremony held today at the Ministry of Commerce. The development of the computerized Certificate of Origin (CO) System will be completed within a period of six months from September 15, 2014 to March 15, 2015. It is expected that CrimsonLogic will deploy consultants and technical experts to work with the Ministry of Commerce counterparts as early as next week to initially develop an Inception Report and finalize the work plan in the development of the CO Processing System. In her opening remarks, LCT. TEKRETH Kamrang highlighted the importance of the CO System, “With an automated CO system in place, it will help to shortcut the whole process of issuance, reduce face-to-face communication among traders and officials approving the COs, reduce transportation costs to CO processors, save time for both government officers and applicants; and speed up both internal and external processes substantially.” She added that “Today’s event is a special and a remarkable milestone in the history of the Ministry of Commerce and of the Trade Development Support Program. All of us have been waiting for the automation of the whole process in the issuance of the Certificate of Origin to come into reality.” According to the officials working on the MoC ICT Master Plan, the System to be prepared by CrimsonLogic Pte. Ltd from Singapore, is a web-enabled Microsoft Sharepoint application for the unified processing of Certificates of Origin that will involve three departments at the MoC headquarters, and will provide the necessary functionality that will allow electronic registration and renewal of company’s permission to apply for certificates of origin, electronic preparation and submission of CO applications, electronic payment processing, workflow approval, certificate generation and reporting functionality. The scale of the project on the MoC ICT Master Plan, funded by the Trade Development Support Program (TDSP) managed by the World Bank, is very broad and covers the delivery of an enterprise server configuration that will establish data connection from the MoC headquarters to the provincial departments of commerce. Aside from the CO Processing System, MoC will soon have other automated system on the various trade and business processes such as business registration, registration of trademarks and intellectual property rights, and the issuance of Certificate of SPS to traders in cooperation with the General Department of Agriculture.
