I talks extensively about eavesdropping, and is 90% of the time discussing private conversations and video made in a private setting. It doesnt really talk much about public conversations or those conversations that arent moved to a private setting. An exemption to the eavesdropping section is in Sec. 14-3. Paragraph (i) of the exemptions. The following activities shall be exempt from the provisions of this Article: (i) Recording of a conversation made by or at the request of a person, not a law enforcement officer or agent of a law enforcement officer, who is a party to the conversation, under reasonable suspicion that another party to the conversation is committing, is about to commit, or has committed a criminal offense against the person or a member of his or her immediate household, and there is reason to believe that evidence of the criminal offense may be obtained by the recording. So even when private, if you think the cop is going to break the law and a family member can record the conversation that the other family member has requested, that is still legal (just make sure you make yourself a copy before handing over the evidence to the police, and make sure they log it in as evidence or in 90 days they will erase it legally.) So, in closing, you can still record the police in public.
