The ration card may be conducted by research scholars at the university, research laboratories centers for every 4 years once at GHMC area. The permission / authority on planning / surveying officer at the MRO was not getting by the builders. Thus the lay out road / lane was grabbed by Realtors / Residents / Purchasers / Builders / Developers. The GOI is to make an ACT that the all the constructions either in village or Town or city they should get permission / authority from that area’s Planning / surveying officer . The Banks / Lands registrar are to be ordered by GOI ie. not to issue the permission or registration papers to that Buyer with out the permission / authority / decency from the planning / surveying officer either at the MRO center or Taluq revenue center or District revenue center of the concerned panchayat raj department. The law breaker should be punished with 7+ months imprisonment and the cost of demolition works by Panchayat raj. This is a need full job which is not the case as in GHMC demolition works. Because on the law breaker work, the LIG / BPL/ MIG residents are in scrape goat on construction buildings purcahse works. Because the sanitary, road ways, trade center, community halls, schools, bus stops / shelters, dispensary, medicals, police etc. is a must before the lay out building planning. If the permission for construction process was not followed from the village to metro city then it will become as in the wards of Charminar, Begambazar, Sultan bazaar, Amber pet, Afzal gunj, Ameerpet, Kachiguda, Uppal bus stand, Kalyanpuri-SBH colony, Chilkanagar, Nallakunta, Gowliguda, Ramkoti, Purani haveli, Meeralam mandi of GHMC etc. The GOI is to enact the lay out construction rules to check the law breaker with punishment either the Resident or Seller or Financer or Realtor / Builder ie. in all in cause and case . The punishment should be to all who involved in the construction process say from land’s registration to resident occupation decency certificate from the Panchayat raj department either it is from the office at Mandal revenue office- panchayat or Municipality or City corporation etc. of Panchayat raj GOI- at the office of IAS officer. Case study—see- A]- Panchayat raj- villages- Peerzadiguda- Ghatakewar mandal, RR dt.TS. of 500039 / 500092 The lay out planning was there at the Panchayat for 1st, 2nd, ward, 3rd, 4th, 9th ward. The road / lane as per lay out planned at the planning officer for loan issue by the Banks, the ways are grabbed by the builders / yard . vehicle stand etc. which is a fool proof evidence for law breaking by the citizen at the GHDA zone of TS. The financing institution has issued loans to Builders / yard owners / user . Also even today the law breaker areconstructiong and selling. The unauthorized constructions was financed by all type of schedule banks at this area say SBH, SBI, SB, KVB, AB etc. which are liable for prosecution for illegal construction encouragement. The inter Panchayat village’s border lanes are not taking care for roads / lanes / sewage / sanity / drinking water supply etc. by the both of the Panchayat raj’s staff / workers say either by Peerzadiguda or the Boduppal panchayat village at the 2nd ward of Mallikharjuna nagar of Peerzadiguda panchayat. Because this is a border lane of 100 meters lane at the church is for Boduppal and Peerzadiguda. Hence to check the unauthorized works type of anomaly at the the GHDA villages near by GHMC of TS these are should be merged with GHMC by making these area as Municipality and the to Corporation . Other wise the residents of these village panchayat has to face the disasters due to sanitary / sewage / drinking water supply etc. failure by village panchayat’s staff at the GHDA fast developing zone as the 2 cents land for 1BHK has rs10/ +lakhs . The Mangeera river water was purchasing by the residents rs300/ per 5500 liters which may be for 2+2 family was for 20 days. B]- Kadapa-YSR-AP-516001 city corporation— 1]- The Almospet – chilakalolla bavi ceter . The colony was a non planned / unauthorized lay out. The R&B road of 20 ft. width was grabbed by Builders which has now it width is of 10ft. width of 2km distance to ring road ie. to and fro of Palempalli, Rukavandlapalli, Rachinayapalli, Ramanapalli etc of 7 km distance. The 7 km way distance is way to Chennur to kadapa, it was a 7 km which has 15 ft width road for 4 wheelers. Also the Chennur to Kadapa on SHW was 11+km 2]- The Yerramukkapalle- Angadi veedhi- The 1st ward of KMC lay out are the same case which lay out are highly objectionable unauthorized constructions along the Bugga river banks say.. Conclusion-------- The planning / surveying officer permission/ authorization / decency is to be made a must for all constructions from villages to city areas of the country to check the disasters say as in Kasmir of J&K / Kedarnadh of UK etc disaster in 2013 and in Kadapa of YSR AP disaster in 2001.
