Ref: - NABARD letter no. NB.IDD.RRCBD/1124/316 (APPR)/2014-15 dated 02-12- 2014 addressed to the Chairman, all RRBs. We beg to draw your kind attention to the above referred NABARD letter wherein it has been stated that Government of India has advised NABARD that to consider extending the benefit of two additional increments to newly recruit Graduate Office Assistant (Multipurpose), RRBs are required to furnish their opinion on – i. From what date these two increments are not being allowed. ii. Financial implication for extending the benefit. iii. Likely consequences for not extending the benefit. In this connection we like to point out that in terms of the NIT Award dated 30-04-1990 and successive orders of the Supreme Court dated 31-01-2001 and 07-03-2002, the GOI is duty bound to maintain Parity of Wage Structure of the RRB staff with those in NCBs/Sponsor Banks. A good number of RRBs were paying these benefits as usual but some of them suddenly stopped paying the same on the plea that the minimum qualification for the post of Office Assistant is graduate. We have already pointed out that the above logic is not at all relevant, because the practice and rule in NCBs/Sponsor Banks is same for recruitment of similar cadre of staff, and still the additional increments are allowed in terms of the provisions of Bipartite Settlement in the Banking Industry. Under this situation the matter was discussed in the 4th JCC meeting held at NABARD, HO, Mumbai on 24-09-2014 in details and all present were very much convinced in favour of allowing this benefit uniformly in all RRBs and the same should be restored in case of RRBs who have suddenly stopped it. We therefore request you Madam, to kindly see that necessary advice/instruction is percolated to all RRBs to allow this benefit in line with the direction of the NIT Award and also orders of the Hon’ble Supreme Court.
