09 August 2013 The Honourable Senator Bob Carr Minister of Foreign Affairs R.G. Casey Building John McEwen Crescent Barton ACT 0221 Australia Dear Minister Carr, On behalf of the Cambodia National Rescue Party in Sydney (Australia), I am writing to inform you that we are deeply concerned about the current situation in Cambodia. There has been credible report and evidence that PM Hun Sen is deploying troops in and around the Capital, Phnom Penh, in anticipation of the mass protests throughout Cambodia by Cambodians against the election results, which the Cambodian people believe, have been heavily rigged and tainted with serious mass irregularities. The result of current problem occurred in the aftermath of the election on 28 July 2013 because of the National Election Commission (NEC) and the Cambodian Government’s failure to implement the recommendations as put forward by Mr Surya Subedi, the U.N.’s human rights special envoy to Cambodia. The US, the EU, and numerous NGOs have called for an independent investigation into the irregularities, which is also in line with the Cambodia National Rescue Party (CNRP)’s demand to the NEC and the ruling party (CPP) of Mr Hun Sen. The CNRP has requested and proposed an independent committee to investigate into the election irregularities. To find the truth, the composition of the committee must be the electoral experts from the UN body, the NGOs, NEC (National Election Commission in Cambodia), the CPP, and the CNRP. To ensure the election results reflect the will of the Cambodian people, we would like the Australian government to push for the establishment of an independent committee to investigation into the election irregularities and to condemn the ongoing troop movement and any violence that may result from this on the Cambodian people. We are witnessing the very foundation of the Cambodian political and constitutional process as embodied in the 1991 Paris Peace Agreements has been destroyed and the country is slipping into the dictatorship under Mr Hun Sen. The Cambodian people have suffered enough and yearn for real democracy and justice which have been absent from Cambodian society for so long. We believe this is the right time for us. Therefore, we implore the Australian government to help during the crisis without delay.
