1. It is the CNRP (Sam Rainsy) who made claim to 63 votes and having the 1104 forms to proof. The fact the CPP accept whatever official results that were announced (of course they do because they know the to be announced official results before hand to be in their favor), it is the burden of proof is to be with the CNRP. Until today, Mr. Sam Rainsy can not produce the smoking gun. The only thing Mr. Sam Rainsy and the CNRP has resorted to cite are reports of irregularities, hence my comment. 2. The CNRP, the CPP, Funcipec and NGOs do have observers at polling stations. The observers obtained a copy of the 1104 which mark the results from all polling stations. Even assume the CNRP could not have observers doing all their job properly in all stations, they should at least come up with their own 1104 forms that may proof the official results to be inaccurate. If the CNRP can prove in, let say, 100 stations, then I would be more incline to believe their numbers. 3. Comfrel, NDI through Transparency International Cambodia, have produced the same results as the NEC. Comfrel have some 9000 observers. The argument that Comfrel and NDI are not observing all stations are true. But the stations that they do observe, they do not have different numbers from those of the NEC. Comfrel has the form 1104 of stations they monitored. 4. There are widespread irregularities during this election and the ruling party has been dirty and have lost the support of most people. In fact, they got only 48% of popular votes despite the money, the threat of war, and the control of media. The election is in no way fair and the opposition never has an even playing field to begin with. There are all kinds of hurdles the opposition needed and has overcome to have mounted what they had. The main problems of the election came days and months before the first ballot was casted. I hope to continue further the discussion on finding solutions. In general, I am optimistic and this election should be seen a vey hopeful sign for the future.
