11/21/2014 PRESS RELASE Heroin from Cincinnati ends up in Manchester with 3 arrested. On 11-20-2014 the Manchester Police Department received information that several subjects were enroute to the Adams County Manchester, Ohio with several grams of heroin to sell, Chief Bowling and Officer Jason Mallott of the Manchester Police Department were able to set up a controlled buy with a confidential informant and the suspect demanded that the exchange take place at the Manchester First Stop Chief Bowling and Officer Mallott were staged in the area and with assistance of Sgt. Matt Windle from Seaman Police Department who was staged in plain clothes inside the First Stop. Upon the arrival of the suspect and suspect vehicle officers were able to observe the transaction and confirmed that it was completed and than the suspects were apprehended without incident before they were able to leave the parking lot. Officers arrested Joseph A. Nocella of New Richmond, Ohio, Alexis Taylor and Samira Turner of Cincinnati, Turner is currently on parole for trafficking in cocaine Nocella was found to have the $300.00 in marked buy money on his person, Taylor was arrested for possession of heroin, trafficking in heroin and tampering with evidence after he was found to have concealed approx. 6 grams of heroin in his buttocks, Turner was issued a citation for possession of marijuana and released, Nocella was arrested for trafficking in heroin and possession of heroin. Officers from Manchester have vowed to actively go after the drug dealers, drug users and drug transporters in Adams County and Manchester; it is our statement and our mission to provide the residents of Manchester with a safe and drug free community and we have set forth a continued effort to apprehend and prosecute the violators to the fullest extent allowable by law.
