2014-15 National Development Programme: PML-N government gives low priority to higher education, health sectors.. The Pakistan Muslim League-Nawaz (PML-N) government has given low priority to higher education and health sectors in next fiscal year development budget and reduced allocation for education by 35 percent in 2014-15 National Development Programme. The National Development Programme was approved by the National Economic Council (NEC) on the recommendations of APCC shows that the allocation for education, training & standards in the Higher Education Division is Rs 3.4 billion for 2014-15 The amount is 35 percent less when it compared to Rs 5.34 billion in the ongoing fiscal year 2013-14. The government has allocated Rs 2.68 billion for National Health Services, Regulations & Co-ordination Division in the forthcoming budget 2014-15 is only increase 4 percent over compared to Rs 2.574 billion in the current fiscal year. The PML-N government did not approve any new development project in next financial year 2014-15 for Education, Training & Standards in Higher Education Division while it has allocated a total of Rs 3.4 billion for 12 ongoing projects. The on-going projects are (i) Improving Human Development Indicators in Pakistan with focus on MDGs (Millennium Development Goals) relating to Education and six EFA Goals (Revised), allocation Rs 1.44 billion, (ii) Science Farming Scheme for Top Science Talent in Schools, allocation Rs 100 million, (iii) Provision of Quality Education Opportunities for Students of Balochistan, Fata & 3 PMUs, allocation is Rs 48.695 million, (iv) Use of Data for Education Planning & Management Using Computer Software for Education Managers (Phase-1), Islamabad, allocation is Rs 2.596 million, (v) Project Monitoring & Evaluation Cell Islamabad, allocation is Rs 1 million, (vi) Prime Ministers Special Initiative (PMSI) for Human and Pakistan Programme, allocation is Rs 350 million, (vii) President Programme for the care of High Quality Overseas Pakistanis, allocation is Rs 70 million, (viii) Establishment and Operation of Basic Education Community for Good Governance (FMGG) Phase-II, Islamabad, allocation is Rs 1 million, (ix) Establishment & Operation of Basic Education Community Schools in the Country. All Pakistan including AJK, Fata and Gilgit-Baltistan (Revised), allocation is Rs 1.33 billion, (x) Education Leadership and Institutional Management (ELIM), Phase-III, Islamabad, allocation is Rs 12.304 million, (xi) Construction of Hostel Building for 100 persons NYB Complex, Plot-39, H-9, Islamabad, allocation is Rs 14.51 million and Capacity Building of TTIs and Training of Elementary Schools Teachers in ICT, Fata, FANA and AJK, allocation is Rs 26.79 million. The federal government has increased only 2 percent allocation for development programmes of Higher Education Commission (HEC) from Rs 18.5 billion to 19.3 billion for the next financial year. A total of Rs 17.03 billion has been allocated for 139 ongoing projects while Rs 2.24 billion allocated for 50 new schemes of HEC. The news schemes of HEC are PhD fellowship for 5000 scholars (revised) (Rs 500 million), scholarships for PhD students in social sciences. Arts and Humanities for University Teachers (HEC) (Rs 10 million), Development of New Campus of Government College University, Lahore at Kala Shah Kaku ( Rs 200 million), Construction of Hostels at King Edward Medical University Lahore ( Rs 40 million), Establishment of Seerat Chairs in Public Sector Universities (HEC) (Rs 190 million), Establishment of University at Sibi ( Rs 35 million), Establishment of Fata University ( Rs 10 million), Strengthening and Development of University of Gujrat and Allied Campuses ( Rs 400 million) etc. The ongoing schemes are 1,000 Cuban Scholarships for Students in General Comprehensive Medicine (Equivalent to MBBS) (Rs 178.74 million), Capacity Building and Upgradation of Selected Departments at University of Punjab, Establishment of Poultry and Dairy Animals Training and Research Centers at New Campus Pattoki (Rs 123 million), establishment of Shaheed Benazir Bhutto University in Sindh (Rs 150 million), establishment of university at Turbat (Rs 280 million), establishment of University at Loralai (Rs 100 million) etc.
