§ 4710.3-2 Federal Regulation- Wild horse and burro ranges: Herd management areas may also be designated as wild horse or burro ranges to be managed principally, but not necessarily exclusively, for wild horse or burro herds. Some background info: Federal and state livestock grazing permits generally are expressed in terms of animal units per area or total animal unit months (AUMs). One AUM is the amount of forage required by an animal unit (AU) for one month. Its the amount of forage necessary to sustain 1 cow/calf pair, 1 horse or 5 sheep for a month (it also takes into account other wildlife too). While I personally have no problem with the multi-use model and running livestock on public lands-- livestock leasing on portions of, or seasonally, on some of our wild horse designated public lands, as mustangs and livestock can co-exist well- Ive seen it managed effectively in Oregon. But as long as it does not impact wild horses and burros. On wild horse and burro designated lands, as Federal Mandate stipulates: “If necessary to provide habitat for wild horses or burros, to implement herd management actions, or to protect wild horses or burros from disease, harassment or injury, the authorized officer may close appropriate areas of the public lands to grazing use by all or a particular kind of livestock.” (43 CFR 4710.5 (A). Principally is defined as follows: Adv- Mainly or most importantly. While the BLM is mandated to manage public lands as multi-use, the Federal regulation and mandate (to me) reads that of the approximately 270 million surface acres, that on the 54 million on the designated wild horse and burro lands as established in 1971, wild horses and burros are priority and lands are to be managed accordingly. Unfortunately, wild horses and burros are now only managed on 34 million of the original 54 million acres set aside for their management with the passage of the Wild Free Roaming Horses and Burros Act. ecfr.gpoaccess.gov/cgi/t/text/text-idx?c=ecfr&sid=3dd29556daf0194076208a25c0fd8fe5&rgn=div5&view=text&node=43%3A2.1.1.4.96&idno=43#43:2.1.1.4.96.2 On public lands set aside principally for wild horses, these particular lands must be maintained as Federally protected, and managed as wild horse and burro priority.
