A 2007 report from the US department of homeland security christened the term "double tap" to refer to what it said was "a favorite tactic of Hamas: a device is set off, and when police and other first responders arrive, a second, larger device is set off to inflict more casualties and spread panic." Last year a study by the NYU School of Law and Stanford Law School detailed the U.S. use of the double tap, providing first-hand accounts of its devastating effect on rescuers and humanitarian workers. The fact that it is now normalized as a common tactic of the U.S. drone war is stunning. (-g)
