A Jewish and Democratic Solution to the Arab Problem Prof. Paul Eidelberg [Note: This abbreviates yet adds new and vital ideas to my previous article, “A Jewish Solution to the Israeli-Palestinian Conflict”] Many years ago I pointed out that the most humane and effective way of solving Israel’s “Arab problem” is to make Israel increasingly Jewish and proud on the one hand, and authentically democratic on the other. This magnification of Israel’s Jewish character will result in a steady emigration of Arabs and, at the same time, erode the nationalist ambitions of their party leaders. How can this be accomplished? 1. Democratize Israel’s parliamentary electoral system so as to increase the impact of Jewish convictions on those who make the laws and policies of the State. The only way to do this is to make legislators individually accountable to the voters in constituency elections. Since at least 70 percent of the population consists of Jews who identify with the Jewish heritage, making MKs accountable to the voters in constituency election will bury the ideas of any territorial withdrawal and creation of a Palestinian state in Judea and Samaria. 2. Increase the electoral threshold to 4 percent. This will reduced the number of parties in the Cabinet and enable the Government to pursue more coherent and resolute Jewish national policies. (Better yet, replace multi-party cabinet government with a Presidential system.) 3. Democratize the method of appointing the Supreme Court, which has become a self-perpetuating oligarchy whose decisions diminish the Jewish character of the state. 4. Enforce the Foundations of Law Act 1980, which was intended to make Jewish civil and criminal law “first among equals,” vis-à-vis the foreign systems of jurisprudence used by the Supreme Court. 5. Enforce Basic Law: The Knesset. This law prohibits any party that negates the Jewish character of the State. (Overbearing Arabs would be humbled while unassertive Jews would be heartened if Arab parties were expelled for violating this law!) Also, enforce the 1952 Citizenship Law, which empowers the Minister of Interior to nullify the citizenship of any Israel national that commits “an act of disloyalty to the State.” (I would amend this law by clarifying the term “act” in such a way as to protect freedom of speech and press.) 6. Rescind the “grandfather clause” of the Law of Return, which has enabled hundreds of thousands of gentiles to enter Israel who do not identity with this country but who profit enormously from the government’s immigration and absorption funds. 7. Increase Israel’s Jewish population by encouraging Israelis living abroad to return to Israel by various incentives, including a homestead act mentioned below. 8. Terminate American diplomatic interference in Israeli affairs by phasing out U.S. military assistance to Israel. 9. Eliminate Arabic as an official language of the State. This will counter the anti-Zionist idea that Israel is a bi-national state or that it should be a “state of its citizens.” 10. Establish unequivocal Jewish jurisdiction over the Temple Mount. 11. Making Israel more Jewish will prompt many Arabs to leave, as tens of thousands have done in the past, and in greater numbers if offered generous incentives as well. To this end: ● Terminate the notorious tax evasion of Arab citizens and their countless violations of building and zoning laws. ● Terminate subsidies to, or expel, Arab university students who display support for Israel’s enemies. ● Require Arab schools to include Jewish studies in their curriculum. 12. At some point in the departure of Arabs from Judea and Samaria, pass a Homestead Act and sell small plots of this land at low prices to Jews in Israel and abroad. 13. Last but not least, use the writings of non-Jews such as Indian-American political commentator, filmmaker, Dinesh Dsouza and Churchill scholar Professor Will Morrisey to counter the teaching of multiculturalism in higher education. This doctrine is nothing but nihilism or the suicide of reason. Multiculturalism has destroyed Canada as a nation-state and has disemboweled the nation-states of Europe. It’s nothing but a euphemism for decadence. It dominates Israel’s Left and it cannot but lead to Israel’s demise.◙
