A bill that would prohibit local governments from fining residents — who are trying to conserve water — for having brown lawns is expected to be introduced when the Legislature reconvenes from summer session this month. Assemblywoman Cheryl R. Brown first introduced the bill AB 1636 in May but put it on hold when cities voluntarily vowed not to cite residents given the state’s crippling drought crisis.
