A civil servant spends 35 years in service, in those years Four Presidents spending two terms of 4 years each would pass through the system, Governor and a host of other elected Representatives will also come and go How do this politicians know how and where to steal from without the involvement of the Civil Servants How come there is hardly ever any outcry against a PermSec or DG ? Who are the real thieves in our Democracy ? Most of these PermSec are as rich as Governors if not richer, they know where and how to steal and they are often time responsible for the rate and spate of stealing our commonwealth but then the public roving eyes of criticism is never on them
