A community will not develop, regardless of how much the national government invests in it, unless it revolutionizes its local government or municipality management. For every county to be viable, competitive and worth its name, every man and woman; whether lettered or unlettered that make up its composition, should by sheer necessity, take part in the "viabilization" of whatever they have as a county. Businessmen should think outside their badeeca-type engagement and go important about their investments, policy-makers should particularly shop for innovation and extra foresight and start engaging in serious cut-throat competition with counties outside their own. The choice here is little; either you choose to be viable and productive or you remain worthless leech and soon you are seen as a liability creating more room and reason for unprecedented level of marginalization.
