A degree in Administration and Economics has been approved to be presented in Vanuatu by the University of Toulouse through the through the French University Agency—Agence Universitaire Francais (AUF) —in Port Vila. During September and October 2013 Professor Don Paterson has been teaching in English the subject of Common Law to a group of 33 students who are studying for the Bachelor’s degree in Administration and Economics provided extramurally by the University of Toulouse in France, which specializes in extra-mural teaching. The subject of Common Law, which involves 36 hours of teaching, traces the development of the common law and equity in England, and also the history of the application of English and French laws and native laws in the New Hebrides during the Condominium (1906-1980), and the application of English and French laws, Condominium laws, Vanuatu laws and customary law in Vanuatu since independence (1980-present). Tutorials for this Course are provided by Eric Molbaleh, who is a francophone graduate of the USP School of Law and also provides tutorials on campus for LW 206 Criminal Law and Procedure. This is the first year of the presentation of this French degree in Vanuatu, and it will be interesting to see how this degree develops, and also how extra-mural teaching more generally by the University of Toulouse in Vanuatu, evolves.
