A working proposal. Demand that the Fifty States Governors convene an emergency meeting with the following action items: 1. Declare the Federal Government to be bankrupt and put it in legal receivership. 2. Call emergency popular elections, which will elect replacement Senators and Representatives. Cut the number of elected Representatives in half. As each replacement Senator or Representative is elected the individuals replaced will be removed from office without benefits, pay, or retirement. Said replacement will be one for two in the case of Representatives. The replacement Senator or Representative will receive all the committee appointments, duties, and responsibilities of the dismissed officials that he/she replaces. 3. Place a Constitutional Amendment proposal before the people of the United States to require twelve year terms for members of the Supreme Court. 4. Set firm term limits for all elected Executive, Judiciary, and Legislative officials to one term in office: if necessary, by proposed Constitutional Amendment. 5. Strip all Executive, Judiciary, and Legislative officials of special benefits and require them all to serve under the laws exacted for other citizens. 6. Restrict the use of AF-1 to national combat threat emergencies, in which case family members will not be allowed on board. 7. Require Senate approval and budget control for the exceptional and special use of AF-1 for diplomacy purposes, in which case family members may be on board. 8. Restrict all vacations to a maximum of four weeks per year. Forbid any use of vacation for purposes of campaigning. 9. Require the new Congress to elect a replacement Judiciary and vacate the Supreme Court. 10. Place a Constitutional Amendment proposal before the people of the United States to remove the power of Judicial appointment from the Executive Branch and vest it in the Legislative Branch. 11. Place a Constitutional Amendment proposal before the people of the United States to require sworn strict interpretation and adherence to the Constitution and its Amendments. 12. Place a Constitutional Amendment proposal before the people of the United States to require the strict maintenance of a zero-based balanced budget, as the specific duty of the Legislative Branch. Forbid the President to present a budget. Instead, each division of the Executive Branch, as approved and established by the Legislature, shall submit its budget requests to such appropriate Legislative committees as the Legislature choses to form. These Legislative committees shall have joint Senate and House Representation and produce a single balanced budget for the approval of both bodies. 13. Forbid the amendment of all or any legislative bills with items outside the stated scope of the bill. Limit all bill scopes to a single goal. 14. Elect a replacement President pro-tem, cabinet, and other executive officials; then dismiss the entire legislative branch as soon as the pro-tem appointees are ready to act. 15. Arrange for the replacement of the pro-tem executive branch with duly elected officials in the 2014 election. 16. Strip the authority to print money from the Federal Reserve Banking System. 17. Establish a maximum wage law at three million dollars per year including all investments, options, and other perquisites. Restrict job expenses as well. 18. Eliminate the IRS and the Income Tax System and replace it with a Sales Tax System. 19. Remove Social Security funds from the general funds, and remove the investment of Social Security funds in United States Federal bonds. 20. Without changing the method or amounts by which Social Security and Medicare funds are collected, establish a retroactive system of vestiture whereby employed participants will assume an annually growing percentage of ownership. In the case of Medicare these vested funds will be disbursed at the discretion of participant without other plan imposed restrictions. 21. Change the Military and other government employee retirement programs so that all employees are vested in their retirement account with an annually growing five percent of ownership: without changing the existing rates for twenty years of service. All service beyond twenty years will be vested at one hundred percent. 22. Return all police powers to the several states and dissolve all Federal bureaucracies involved in them. 23. Restrict the jurisdiction of the FBI to within the borders of the United States. Restrict the jurisdiction of the CIA external to the borders of the United States. Place Homeland Security and internal NSA operations under FBI authority. Place CIA operations under Army Intelligence. 24. Require the newly established government to discharge all existing debts in an honorable way. 25. Let the newly established government operate freely under the Constitution. 26. Once a balanced budget is achieved and all debts are honorably discharged, remove the bankruptcy declaration and receivership, then dissolve the emergency meeting of governors.
