ALLEY SAFETY There are things we can all do to keep non-residents from loitering in our alleys. Installing motion detection lighting and security cameras are obvious deterrents, but have you considered eliminating the things that are attracting recyclers, vagrants, and other unwanted visitors? If it’s not Trash Pick-Up Day, remove refuse and recycling containers! Besides being unsightly, trash containers provide excellent hiding places for thugs, shelter for vagrants, and sources of “treasure” for recycling buffs. According to City Ordinance 8.12.132 (Placement of Containers- Automated Refuse Collection Program), all waste and recycling containers should be stored on private property once they are emptied. “These containers shall not be placed within the right-of-way of an alley.” I would further suggest eliminating the attraction altogether by moving the containers to an out-of-sight location, like behind a fence or hedge. As the saying goes … out of sight, out of mind. Report people dumping trash in your alley to the Whittier Police Department (562) 567-9200
