Absolutely disgusted in the RSPCA, council and police tonight! Found a dog tied up outside a store at 5pm, came back at 9:15 and it was still sat there, shivering, stiff and aggressive. Phoned the RSPCA to see what they could do for it, they said its nothing to do with them so contact 101, who again passed me on to the council and back again to 101, then to the RSPCA and then the police. Every single one of them said its the others responsibility and they could only do something if the dog attacks, in which case theyd put it down. They wanted to leave the dog in the cold tied up because no one has the correct facility or responsibility to sort it. After two and a half hours being messed about on the phone, the owner eventually came after one of the store staff realising whos it was and going and getting him. I would love to know whos responsibility it actually is to rescue a suffering dog these days.
