According to the police crime report for 2012,11 people are murdered daily which translates to 4015 murder cases in a year.According to the Police Chief,General Kayihura,he is yet to conduct research to find out why the crime rate is on the increase.First ,he has forgotten that he has built the police as a regime protection machine rather than an institution meant to keep law and order.His police squads spend more time gathering information about opposition politicians,NGOs and media houses instead of crime intelligence.Look at the the number of police trucks escorting Lukwago to the tribunal when residential neighborhoods are not policed at all.Ten police Vehicles running after Kiiza Besigye Daily,leave alone those running after others.Look at the police welfare:two months without salary,inhaling teargas,sleeping in dilapidated buildings and yet they hold guns.Guns may be misused by the same people who are supposed to fight crime.The forensic department of the police is dead .They hardly investigate and convict any murder suspect unless its a high profile case.The statistics about road accidents too is worrying .Over 4000 deaths is such a high number in a small country like Uganda.
