The immigrant communities of Cleveland and Akron are highly skilled but miniscule compared to the rest of the nation. Yet neither city has joined attraction efforts underway in other Midwest cities. Liu, in an interview after the forum, described immigrants as an economic imperative. She said Brookings researchers believe a regions success in the global economy hinges on its willingness to embrace diverse cultures and tap international talent.
