Almost every statement (NY) Commissioner Murphy makes would give you the impression that hes encouraging the police to take whatever measures necessary to hold the negros in check. He feeds the type of statistics to the white public to make them think that Harlem is a complete criminal area, prone to violence. This gives the impression to the police that they can then go and brutalize or suppress or even frighten the negros. Whenever something happens 20 police cars converge on one area. - Malcolm X
