An inflatable Chamber for a limitless number!!! Two Majlis representatives for the first five thousand or less residents in each administrative division, plus an additional representative for each subsequent five thousand residents within that administrative division. Within this same scheme, an administrative division of ten thousand residents when divided into three constituency blocks each contains a much smaller constituency than five thousand residents. This has led to a now 77 member Majlis which will expand in every five years as the population grows, and the individual constituencies segment when they cross this five- thousand resident threshold. According to Elections Commission in 2014 Majilis will expand to 85 members. According to Professor Tom Ginsburg it is "already quite a large legislature for such a small country and, as each member is paid a salary and allowances that are a multiple of the per-capita income, this also adversely affects state function and costs. At its best, such a scheme focuses voter attention on very local public goods which may handicap national interest and development issues. At its worst, small constituency sizes also contribute to vote buying by reducing the absolute cost of purchasing a constituency’s votes, making constituencies more amenable to control by gangs and mafia-like groups, and setting a very low entry-barrier resulting in electoral candidates of sub-standard quality".
