Anand: Deliberate ‘error’ suspicious Attorney General Anand Ramlogan is not satisfied with the explanation and apology given by the Integrity Commission for the “serious breach and violation in its procedure”. Ramlogan was commenting on the fact that after repeated efforts to find out whether the Integrity Commission was investigating him, he received confirmation it was indeed doing so on Thursday. The commission apologised for the omission. Said Ramlogan: “I cannot help but wonder if there is a political conspiracy to bring me down. The complaint was made by Senator (Fitzgerald)Hinds on July 29, 2013. An investigation plan was agreed on September 23, 2013. A letter is drafted to notify me of these developments but it was never sent. The Integrity Commission is asking me to believe this was an ‘error’. No explanation whatsoever was provi­ded as to how this alleged error occurred. It is too fundamental an error and cries out for an explanation. “It is the most obvious, basic and elementary first step in any investigation that the person against whom the complaint is made must be notified of the allegation made against them and be given the opportunity to respond. This is the established practice and pro­cedure of the Integrity Commission,” Ramlogan said. He added: “Given the history of stumbling, fumbling and bungling by the Integrity Commission, I cannot help but wonder whether this is a deliberate ‘error’. It is very suspicious.” Ramlogan said certain jour­nalists appeared to have inside information as “they (the journalists) are carrying out a parallel political investigation based on information leaked from the commission”. Ramlogan said in the circumstances, he wanted to know: 1. who suppressed the letter (which was to be sent to him) 2. how come no one discovered the fact that it was suppressed 3. did the investigation actually start without being informed that he was the subject of same 4. has the investigation been completed and, if so, why was he not given the opportunity to be heard.
