Anyone with common sense knows no kill is not hard to figure out. Encourage fostering. Have inexpensive spay/neuter available in every state. Including Louisiana. Encourage volunteering. Mandatory spay/neuter for all animals adopted from the shelter. Know that no kill means approximately 90% of animals going into a shelter are adopted out. (The national statistics imply that 10% of shelter animals are not deemed adoptable due to sickness and severe behavior problems). And, perhaps, most importantly of all, know this country does not have to wait to lean towards no kill!
