Are the European countries independent in their international decision? This is a question very important in this moment for the Latin American Countries. Few days ago the Airplane of the President of Bolivia, Mr. Evo Morales, was forbidden to pass the air space of France, Italy, Spain and Portugal, Austria (Österreich) permitted the airplane to land and they took the available chance to investigate if the American citizen Mr. Schnowden was there. The international air Law was in a flagrant way violated and much more, the international Pacts were violated too, considering that was a President Airplane that had all the international program in order to fly and has international Immunity. How was possible that four countries of the developed first World made this? The reasons are so simple: The United Stated was searching in a desperate was one American citizen who revealed the ways that U.S.A. investigate or spy not only the American citizens but also the international citizen and companies, and, evidently he is a problem or better to say a danger for its inner purpose. But this last part is in some way comprehensible, each country has their private programs in order to secure its inner and external policies. But to commit and act of this the nature, in an open way, in this time, when all the countries try in every way possible to regulate in the best way possible the relations between the Community of States, is not a problem, but a real sign that, the international Polity is only a set of good manners to be used only for the poor countries that try to put in order their insignificant problem before the great Potencies. Even though the great Potencies compel in different ways (especially in the economy) to the little and poor countries to be obedient and respectful of the international Order The ex president of Chile, Mr. Ricardo Lagos, said that the little countries muss in every way to be close to the international Law because that was the only way the little countries have for their defense. This is a great nonsense if the problem is with a powerful Country. The international Law will be put in the pocket of the Powerful and no others countries will make anything to help the poor country, because they are afraid about what may be happen with them, especially with their economy of their military assistance. This situation is the same, the SERVILE ACTITUDES that the countries of Europe had when Adolfo Hitler modified the boundaries of some countries for his purpose before the Second World War and all Presidents and Ministers of external Relations of Europe permitted in a lawfully and servile ways the humiliations of the poor countries, not knowing what will give them the future. The reasons were not good for Adolfo Hitler and is the same for the U.S.A. The power of the Force was again present in the XXI century, executed in this time for the champion of the Democracy, U.S.A., the champion only when its interest be not touched, in this time: with the possibility to lose many of its private investigations, of course, out of the law. In this point, Europe was under the Hitler’s boots and right now are under the boots of U.S.A. The servilim is the supreme expression of these actions. I don’t need a very deep philosophical syllogism to make a simple reflexion about this new and especial violation of the international Law by U.S.A. with the collaboration of the European countries. The behavior of man is so simple, to pretend to write a new treatise of International Relations is completely absurd. We have enough letters about the subject and all are completely ineffective as has been in the past, in the present and, without any doubt will be in the future. But there are so many people who insist permanently about this matter not recognizing what is the nature of man. After the second World War, in the formation of the U.N., there was a Brazilian Lawyer who expressed in a clear way that: “when the possibility of a very important disputed, whose interest may be fundamental for the country, the reason to avoid the international law will always be: “The national Interest”, and according his capacity of force, will overcome or will be defeated for the other countries, meanwhile, the other nations, if they have not possibility to be attacked, may express in a very soft tone, as have made the Europeans countries when Russia, U.S.A. and others powerful countries have violated and killed thousands of innocent people, especially children. “Pacta sunt servanda”, “the Treatise must be fulfilled” said a Latin quote, so common for the lawyer who are specialized in international Law, but this quote has an implicit way to try to teach the value of honor, is only a phrase for academic discussion. In practice, the value of the quote is completely useless. I ask myself if France, Italy, Spain and Osterreich will have the same attitude if the President in the Airplane were Putin or the Prime Chine Minister? No, of course. Perhaps they may put a red carpet to ask him in a very humble way if he need something, perhaps a cup of coffee… Spinoza, a philosopher wrote so many years ago a phrase that is for me the real context where Man lives in this world, notwithstanding the pretended evolutions of ethic of man and society of Nations: “The great fish always will eat the little one”. At last, the undeveloped countries of Latin America have not only this condition due the most important developed countries that take all what they need without consideration of the pain of the poors, but especially, I think, we have still a great lot of corrupt political ones, who sell for a penny their countries. The only thought they have in mind is: I prefer to secure my life and my family; perhaps in the future the condition of poor people of my country will be better. I agreed with Arthur Schopenhauer when he wrote: “The First part is for me, second one is for me too, and finally nothing for others”, this sad phrase expresses in a very graphical way what are the international Law in a real practice way, this is too, a reason for another sad phrase when I hear to say: the countries of the third World, that is simple the countries where the children starving, without any possibility to study, with misery salaries. The people who are obliged to thank to the developed countries their help or assistance of what they have stolen together the South American political ones. But this is another topic. Because the international Law of those Countries is applied when the matter are without importance for them. What I must say o better to ask: Will U.S.A. have the same attitude with North Korea People if they be able to have atomic Missile? Neither the countries of Europe will have the same attitudes. I haven’t time to make corrections, the internet system here ist so bad and slow.
