Article 360 of the Constitution relates to “Provisions as to financial emergency”. It reads as under – If the President is satisfied that a situation has arisen whereby the financial stability or credit of India or of any part of the territory thereof is threatened, he may by a proclamation make a declaration to that effect.” This Clause is free from the shackles of “as recommended by the Council of Ministers” and such a proclamation may be valid upto two months... THERE IS NO RESTRICTION FROM THE UNION CABINET IMPOSED UPON THIS CLAUSE. With the national economy in dire straits, without immense wealth stolen and stashed abroad, WHY DOES NOT PRESIDENT PRANAB MUKHERJEE DECLARE FINANCIAL EMERGENCY, TAKE OVER THE ECONOMY AND UNDERTAKE FIRE-FIGHTING MEASURES ?? Only because his own integrity is dubious, did not act against Hassan Ali, favoured several big business houses...he himself is a corrupt black sheep. Ramakant Tiwari
