As Salaamun Alaikum Sisters and Brothers, Please remember that we are not revisiting this information to go into Masajids and start problems. We are not trying to visit the local Masjid and push them at a pace that they are not ready for. Some of us will need to work on our diplomatic skills…talking to myself right now! We may even have to be the ones who volunteer for the task at hand of setting up Social Services in our Masjid. Zakah expenditures are only for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler - an obligation [imposed] by Allah. And Allah is Knowing and Wise. (Quran 9:60) First and foremost, we need to understand that Zakah belongs to Allah and only can be used for these 8 categories. We cannot take Zakah and use it as we wish…we cannot! 50% of the Zakah collected is for the administration that “PROVIDES SERVICES IN COLLECTING ZAKAH, MANAGING BUSINESSESS THAT BELONG TO THE MASJID AND MAINTAINING THE CENTERS THAT BELONG TO THE MASID. The other 50% goes to the other 7 groups mentioned by Allah in the Quran. For more information please see the Tafsir called: Ma Ariful Ul Quran on the ayat listed and it will give you a complete breakdown. So after the 50% is broken down, 1/7th is designated for this group. The percentage can be increased if the need is increased. We need to establish Shelters for the community, not just housing…shelters too! We must have Programs for Women who have children and need assistance. Women who have children should not have to be separated from their children if they are seeking help for substance abuse. The family therapy is never taken into proper consideration when dealing with substance abuse. It is a big burden to women to return to their children unprepared for what raising children entails. Family therapy for both the men, women and children is vital to successful recovery. Part 2 section 4 “for those in debt” They are of two kinds: The 1st: The one who carries the burden of reconciling between the people. This individual deserves to be given from the zakat according to his effort in order to encourage him to continue this wonderful job that is needed in the society to preserve the unity of the people, reconciling between them, eradicating the enmity and rancor from the society. It is narrated by Qabisah Al-Hilali who said: “I have carried the burden of reconciling between the people. So I came to the Prophet صلى الله عليه و سلم asking him about the ruling regarding that and he said to me: “Stay with us, if somebody brings his zakat we will give you a share from it.” Then he said “O Qabisah! Verily begging is impermissible except in one of these three occasions: A man who has carried the burden of reconciling between the people until he becomes poor, it is permissible for him to take from the zakat money until he is no longer in need of it and then he mentioned the rest of the narration.(Collected by Muslim) The 2nd: The one who carries a burden of debt upon himself and is unable to pay it. This individual deserves to receive money from the zakat enough to pay off his debt.
