As it is much harder for Tibetans to get documentation, and as the Punjabi greed and tourist season has nearly wiped out beautiful Dharamsala, it may well be time for all the world to offer safe passage and passports to Tibetans fleeing certain death. Moreso if they return. This also applies to all the nations now signing deals with China, in exchange for silence (like UK, Greece, Nepal, Norway, etc).
