As promised, I am starting a series of posts addressing the range of issues related to city-hood, annexation and remaining unincorporated. At their heart, these issues pertain to municipal services (e.g. policing, fire, sanitation, planning, and so forth, and the accompanying costs to provide such). But, an honest conversation must recognize that the schools issue lurks in the background, if not right in the open. There is strong support in the Legislature for the creation of new cities and it is likely that a substantial portion of DeKalb north of I-20 will end up in a city. When I initially drafted this post, there were proposals for three cities in the north end of the county—Lakeside, Briarcliff and Tucker. Lakeside and Briarcliff have merged their efforts into the new proposed city of LaVista Hills. The Legislature wants LaVista Hills and Tucker to define their borders in a mutually agreeable fashion. So far, this has not been done and it seems increasingly likely that the Legislature will define that border. Nevertheless, having observed the transformation of Fulton County and the rapid creation of cities there, it seems very likely that these new cities will be approved by the Legislature in the 2015 session. The services to be provided and the exact borders are yet to be decided and likely will be impacted by decisions on annexations into existing cities. That will be the topic of my next post.
