As states and the federal government ramp up activity related to implementation of health insurance exchanges this fall, employers can expect a flurry of guidance on various aspects of the Patient Protection and Affordable Care Act (ACA). Ceridian will continue to monitor this activity and inform our customers of changes that affect our product offerings. Recently, the Department of Labor (DOL) provided guidance on employers’ obligations to provide ACA-related information to employees. See below for summaries and links for additional details. Employer Notices of Exchanges Employers must provide a notice to current and newly-hired employees regarding the health insurance exchanges. The effective date had been delayed as the regulators worked through the issues, but the DOL recently released guidance that establishes October 1, 2013 as the date employers must comply with these requirements. This guidance addresses which employees are entitled to the notice, the form and content of the notice itself (including a model), and timing and delivery requirements. Click here for details. Changes to COBRA Election Notices The DOL has revised its model COBRA election notice to include information about the health insurance exchanges. Ceridian will update our COBRA election notice to conform to the new model by October 1, 2013. Click here for details. Summary of Benefits and Coverage (SBC) Under ACA, insurance carriers or plan sponsors must provide a Summary of Benefits and Coverage (SBC) to all eligible individuals prior to enrollment. On April 23, 2013, the federal government issued a revised model SBC and corresponding guidance that applies to 2014 coverage, which is the second year this requirement applies.
