Asserting their rights to freedom of speech and assembly, a group of 20 independent civil society organizations in Vietnam on May 8 has released a call for demonstration in both Hanoi and Ho Chi Minh City. Activists, however, suspect that the government will try to keep many protest leaders from joining the very same demonstration they’ve called for. Independent demonstrations and protests are rare in Vietnam since 1975 when the Communist Party took over the country, putting an end to a thirty-year-long civil war. The Vietnamese Constitution guarantees “the right to assemble, form associations and hold demonstrations” — but only “in accordance with the provisions of the law.” No laws have been issued, and so as a consequence, demonstration is actually outlawed. Biểu tình (không do nhà nước tổ chức) vốn là chuyện hiếm ở Việt Nam kể từ năm 1975 khi Đảng Cộng sản nắm quyền lãnh đạo cả nước. Hiến pháp Việt Nam quy định công dân có quyền hội họp, lập hội và biểu tình nhưng phải theo quy định của pháp luật. Tuy nhiên lại chưa có luật, cho nên kết quả là biểu tình bị đặt ra ngoài vòng pháp luật.
