BETRAYAL of the Old ALECO IBOD The old Interim Board of Directors of ALECO is the political, party list and church representative in the Crisis Committee created by the resigned Regular Board (2011) which was later converted into Interim Board of Director through that Special General Membership Assembly last March 24, 2012, with a primary mandate to look for all possible solution to ALECO’s crisis. According to their Private Sector Participation (PSP) primer is that they will present the Contract before the Member Consumers for ratifications and confirmations of the IBOD’s actions. But they never subjected the Concession Contract for ratification neither presented to that province wide roadshow presentation of PSP. Recently, NEA Administrator Edith Bueno through a personal letter dated December 23, 2014, is saying that the PSP vs C2C referendum was the Member Consumers mandate given to the Contract but violates the By-Laws of the Cooperative because that referendum was not a ratification of any contract. The old IBOD headed by Bishop Baylon, assures us that Member Consumers retains its voice as the owner of the Cooperative, but haven’t heard and worse they are now actually leading and consenting all lies, violations and deceptions committed by APEC San Miguel to Member Consumers of ALECO such as that unjust and arbitrary shutdown of the 1st District of Albay where the old IBOD Atty Jose Vicente Fernandez said “…, it shut off (substations) to pressure this people (ALECO personnel) to leave (Tabaco substation)”, the APEC San Miguel policy to force the Member Consumers to buy transformer and other materials which is supposed to be the obligation of the distribution utility and enforcing the pay first before reconnection after the typhoon aside from widespread extortions. This old IBOD too is very silent about the worst operation in history of ALECO having 40% system loss, 50% collection efficiency in 30% paying consumers, excessive power rates, defective billings, unreliable power supply and very bad services. The old IBOD of Bishop Baylon supposed to protect the interest of Albayanos and supervise the implementation of their “PSP solution” but dragged us all into this quagmire.
