BUANG LLG HOLDS WARD COUNCIL SUMMIT The Wagau Village in the Buang LLG recently became the host to the first ever, Bulolo District Ward Councilors Summit. The first of its kind to be held in the district, province and the nation as a whole was initiated by the Member for Bulolo and Deputy Opposition Leader, Hon. Sam Basil. The purpose of the summit was to discuss development issues and problems being faced in the respective wards in the Bulolo District. The main issues highlighted were funding and delivery of basic services at the ward level. The Member for Bulolo, Hon. Sam Basil told the councilors at the summit that he had earmarked three major Infrastructure development that must be implemented in all the respective wards in his electorate. The key infrastructure development are Transport Infrastructure, Education, and Health. Included in his developmental priorities is the building of a Resource Centre. He reiterated that all wards in his electorate must each have an Elementary school, Aid Post and Resource Centre. He said the Resource Centre was to be built on state land and must have a conference facility and also accommodate the ward councilor’s office. The summit discussed issues on how best the LLGSIP, DSIP and PSIP funding could be properly utilized, so as to empower the people of the District to take responsibility, participate and to take ownership of the service delivery. However, before this can all eventuate, the member for Bulolo said, transport infrastructure must be constructed, maintained and improved first, to allow development to take place. He said that starting from next year and onwards, transport infrastructure will be improved to allow access for development. Capacity building is another area that the member is focusing on improving in his electorate, and aims to build up the LLG capacity with assistances from the District. The District Administration will assist in training and up skilling the manpower in the LLG. The LLG Managers will undergo training in Financial and Project Management and an Induction Training will be carried out for all Ward Councilors. The summit also noted that key transport infrastructure such as road, bridges and airstrips as well as buildings, including energy generation and communication infrastructure have deteriorated. The LLG Ward councilors and their member are determined to work with the Provincial and National Government to provide funding to build stronger and better infrastructures for the district. In order to do that a stronger partnership should be established in the district. Thus enabling collaboration, resource sharing and rationalization in managing infrastructures that would drive the development in the district forward. The member is adamant to constructing new roads and will allocate appropriate machinery for this project to each LLG in his district. Rural electrification throughout the district is another of his priorities that will be implemented over the five year period according to the district five year plan. However, the deficiency in the awarding of contracts has been noted and will be properly scrutinized. The district is determined to empower the people to take responsibility and ownership of the implementation of infrastructure. Meanwhile, basic Health Services delivery and Education is crucial and the member is committed to ensuring that the services is provided to address the health situation in the district. Whilst the state of education services will be addressed by guaranteeing the availability and accessibility of elementary education in all wards in the district. Consequently, as discussed in the summit cooperation is needed from all levels in the district and LLG’s for co-funding the Service Improvement Programmes (SIP), whereby, all resources such as DSIP and LLGSIP will be combined together to effect impact projects in the Wards. Thus, the human resource capacity in the district, LLG and wards will be built up and strengthened to implement these projects. Hence, ensuring long term sustainability of their infrastructure system and a better quality of life for their citizens.
